Effect of Livestock Production Supports on Fighting Against Rural Poverty and Distibution by Provinces |

Combating the poverty and improving the level of welfare have been one of the main aims of public policy in every period. One of the projects intended to reduce the instability in distribution of income and the regional inequality that have been increasing with the process of economical and social change is “Social Support Project in Rural Areas” (SSPRA). In this study, it was aimed to determine the spatial distribution of the credits provided within SSPRA between 2003 and 2010 for aiming to financially support the poor community in rural areas and have them to participate in production and to analyse the factors effective on this distribution. According to Nomenclature of Territorial Units for Statistics (İBBS) Level 1, among the total credits of 650.688.320 TL provided within KASDP while South East Anatolia region first place with 16.41% share, the region with lowest share was East Black Sea Region with 3.12%. In the regression analysis aiming to determine the factors effective on regional distribution of supports provided with SSPRA, as variables which are unemployment, green card, numbers of poors, town and village population were found singificant, the variables net migration and per gross income were not statistically singificant. While the share of 10 provinces utilized the most of the supports in total support is 39%, the rest 71 provinces had 61% share. The distribution of the supports meaningful with totalitarian approach in regional state did not show the same characteristics at province level.
